I have never had this problem before, no other changes other than the update to High Sierra 10.13.1 (which was back in November ) I went to "get info" for the toshiba external hard drive and everything seems to be the same as always, along with "read and write" under sharing and permissions. Today when I went to add files to it (1st time since updating to High Sierra) it wouldn't allow me add files, giving me a "circle backslash symbol". When you first got the drive that is not working, did you immediately begin using it or did you go to Disk Utility for format (i.e., erase & reconfigure) it? Choose "Mac OS extended with journaling enabled, GUID partition format". Select the external drive from the list "on the left".
When you get it, you need to erase it to Macintosh format:
